Components This top-level indicator is not a combination of its constituent components but rather a ‘standalone’figure. A break down of Incapacity Benefit and Severe Disablement Allowance by main diagnostic group is however provided for information.
Source Numerator 2001, 2001 Ethnic, 2003: Count of the population claiming at least on of: Incapacity Benefit, Severe Disablement Allowance, Attendance Allowance, Disability Living Allowance or Income Support (Disability Premium) in respective year.

Additional details

It is not possible to differentiate these benefits by ethnic group. Thus a process of ecological modelling was used, where the local authority ethnic estimate is a weighted average of SOA estimates based on the spatial distribution of the ethnic group across the SOAs of a Local Authority District. This method was applied to all the subcomponents of this indicator.

The proportion of people of working age who are receiving Incapacity Benefit (IB) or Severe Disablement Allowance (SDA) for diseases of the circulatory and Respiratory system is an indicator of the incidence of the diseases and thus the overall physical morbidity of an area.

The benefit dataset is coded for medical conditions, to which the Department for Work and Pensions matched International Classification of Diseases Version 10 (ICD-10) codes. The ICD-10 codes used to classify individuals claiming IB and SDA for diseases of the circulatory system were I00 –I99 and diseases of the respiratory system J00 –J99.

The proportion of people of working age who are claiming Incapacity Benefit or Severe Disablement Allowance for injury, poisoning and other consequences of external causes is an indicator of the incidence of the diseases and thus the overall physical morbidity of an area. It was selected as an indicator because it is one of the five largest categories of IB, accounting for 6.32% of the IB claimants in 1999.

The benefit dataset is coded for medical conditions, to which the Department for Work and Pensions matched International Classification of Diseases Version 10 (ICD-10) codes. The ICD-10 codes used to classify individuals claiming IB and SDA for injury, poisoning and other consequences of external causes were S00 –U22.

It was selected as an indicator because it is one of the five largest categories of IB, accounting for 28.79% of the IB claimants in 1999.

The benefit dataset is coded for medical conditions, to which the Department for Work and Pensions matched International Classification of Diseases Version 10 (ICD-10) codes. The ICD-10 codes used to classify individuals claiming IB and SDA for mental and behavioural disorders were F00 –F99.

The proportion of people of working age who are receiving Incapacity Benefit (IB) or Severe Disablement Allowance (SDA) for other conditions is an overall indicator of the incidence of various illnesses (not including the five major groups - diseases of the Respiratory or Circulatory system, injury and poisoning, mental and behavioural disorders, diseases of the musculoskeletal system and diseases of the nervous system - which together accounted for almost 75% of all IB claimants in 1999) and thus the physical morbidity of an area.

The benefit dataset is coded for medical conditions, to which the Department for Work and Pensions matched International Classification of Diseases Version 10 (ICD-10) codes. The ICD-10 codes used to classify individuals claiming IB and SDA for other conditions were:

A00 – B99 certain infectious and parasitic diseases
C00 – D48 neoplasms
D50 – D99 diseases of the blood and certain diseases involving the immune mechanism
E00 – E90 endocrine, nutritional and metabolic diseases
H00– H59 diseases of the eye and adnexa
H60 – H95 diseases of the ear and mastoid process
K00 – K93 diseases of the digestive system
L00 – L99 diseases of the skin and subcutaneous system
N00 – N99 diseases of the genitourinary system
O00 – O99 pregnancy, childbirth and the puerperium
P00 – P96 certain conditions originating in the perinatal period
Q00 – Q99 congenital malformations, deformations and chromasomal abnormalities
R00 – R99 symptoms, signs and abnormal findings not elsewhere classified
Z00 – Z99 factors influencing health status and contact with health services
