Total personal social services expenditure was available only at Unitary Authority and Shire County level. Shire County data were population weighted and distributed to the remaining Local Authority Districts.

As a regional resource, it is not possible to differentiate access by ethnic group. Thus all ethnic groups are attributed the same expenditure.
