Component IH2_1: Flu vaccine uptake

Definition Total number of persons vaccinated against influenza divided by population aged 65 and over expressed as a percentage (from returning GP practices)
Source 2001 and 2001 Ethnic: Public Health and Clinical Quality Directorate PH6.3, 2001/02, published by the Commission for Health Improvement as part of the NHS Primary Care Trust performance ratings 2002/03
2003: Public Health and Clinical Quality Directorate PH6.3, 2003, published by the Commission for Health Improvement as part of the NHS Primary Care Trust performance ratings 2003/04
Note 2001 Ethnic: 2001 LA level data, weighted by LA ethnic population as a proportion of Local Authority population

Additional details

Primary Care Trust (PCT) level data were attached to the Postcode Address File linking on PCT of residence for each postcode. This allowed a population weighted value to be created for each Local Authority District (LAD). PCT boundaries are as at 2002.

For ethinc estimation, an LA level weighting function was created to model uptake for individuals in ethnic groups within Local Authorities.

Component IH2_2: Effective vaccination service

Definition Weighted measure of hard to achieve vaccinations and completed courses
Source 2001, 2001 Ethnic: COVER, NHS Immunisation Statistics for England, 2002/03, Department of Health
2003: COVER, NHS Immunisation Statistics for England, 2003/04, Department of Health
Note

2001 Ethnic: 2001 LA level data, weighted by LA ethnic population as a proportion of Local Authority population

Additional details

Vaccination statistics are published for each Primary Care Trust (PCT) responsible for vaccination provision. The percentage of children immunised against Diphtheria, Tetanus, Polio (DTP, primary and booster), MMR (first and second dose) and Meningitis C by their fifth birthday was used to calculate an effective vaccination measure. Figures for pertussis (whooping cough) and Hib (haemophilus influenzae b) were not included due to the small amount of variation in the data.

Grouped PCT data was substituted where individual PCT data was unavailable as detailed below:

Missing value analysis with regression was carried out to estimate missing parameters (<1% total) and estimates were adjusted using the residuals.

Data were attached to the Postcode Address File linking on PCT of residence for each postcode. This allowed a population weighted value to be created for each uptake figure which could then be attributed to each Local Authority District.

Factor analysis was carried out showing a high level of correlation between the variables. Standardised values (z scores) were created and combined to give an overall score.

For ethinc estimation, an LA level weighting function was created to model uptake for individuals in ethnic groups within Local Authorities.

Component IH2_3: Breast screening uptake

Definition Number of women aged 53-64 screened for breast cancer out of the number of women eligible for screening
Source

2001, 2001 Ethnic: KC63 breast cancer screening return, 2001/02, published by the Commission for Health Improvement as part of the NHS Primary Care Trust performance ratings 2002/03

2003: KC63 breast cancer screening return, 2003/04, Department of Health

Additional details

Primary Care Trust (PCT) level data were attached to the Postcode Address File linking on PCT of residence for each postcode. This allowed a population weighted value to be created for each Local Authority District. PCT boundaries are as at 2002.

Component IH2_4: Cervical screening uptake

Definition Coverage of women aged 25-64 (less than 5 years since last adequate test)
Source

2001, 2001 Ethinc: KC53 cervical cancer screening return, 2002/03, Department of Health

2003: KC53 cervical cancer screening return, 2003/04, Department of Health

Additional details

Primary Care Trust (PCT) level data were attached to the Postcode Address File linking on PCT of residence for each postcode. This allowed a population weighted value to be created for each Local Authority District. PCT boundaries are as at 2002.

Component IH2_6: Family Planning

Definition Under 18 teenage conception rate expressed as the rate per 1,000 female population aged 15-17

Additional details

Counts for City of London and Isles of Scilly have been combined with those for Hackney and Cornwall respectively.

Component IH2_7: Low birth Weight

Definition Number of singleton live births under 2500 grams as a percentage of total live births
Source 2001, 2001 Ethnic: Annual District Birth Extract, 1999, 2000, 2001, ONS
  2003: Annual District Birth Extract, 2001, 2002, 2003, ONS

Additional details

Births without a stated weight, extreme birth weight values of less than 500g and more than 6000g and still births have been excluded.

Component IH2_8: Use of Statins

Definition Ratio of individuals being prescribed statins to individuals suffering high blood cholesterol levels
Source Numerator

2001, 2001 Ethinc, 2003: Estimated number of individuals taking statins, estimated from prescribing data, Prescribing Pricing Authority

Source Denominator

2001, 2001 Ethinc, 2003: Estimated number of adults with a blood cholesterol level >=6.5 mmol/l) (see SH2_3)

Additional details

At present, statin prescribing data is only available at the Primary Care Trust level (PCT). The ratio was therefore constructed at the PCT level and then a weighted average calculated for each Local Authority District (LAD). The weight was based on the proportion of an LAD’s residences that were in an ‘overlap’with a PCT.

As a regional resource, it is not possible to differentiate access by ethnic group. Thus, all ethnic groups are attributed the same quality of preventative healthcare within an LAD.

This indicator has not been updated for 2003 as there was insufficient information available. Therefore, the 2001 total population estimates were used.
